Business Registration Application Process

Business operators must apply for business registration within one month of commencing operations. There are two application methods: online application or written application by mail or in person:

1. Online Application

Online applications are available for sole proprietorships, partnerships (excluding Limited Partnership Funds), and branch businesses. Operators can submit applications through the Hong Kong Government’s one-stop portal using digital certificates or iAM Smart+ accounts for identity verification and digital signatures. After selecting the application type and entering required information, applicants can download their business registration certificate electronic record within 2 working days of submission and payment, print their BR, and complete the registration process.

2. Written Application

For written applications, first identify your business type (sole proprietorship, corporation, partnership, Limited Partnership Fund, other unincorporated bodies, or branch business) and complete the corresponding forms.

  • Visit the Business Registration Office in person or request Form IRBR94 via email or fax to obtain Form 1a or 1c based on business type
  • Complete the relevant forms and prepare copies of ID documents for sole proprietors or partnership owners
  • Submit completed forms with ID document copies either:
    • By mail to P.O. Box 29015, Concorde Road Post Office, Kowloon, Hong Kong
    • In person at the Business Registration Office, 2/F, Revenue Tower, 5 Concorde Road, Kai Tak
  • Processing time is 2-3 working days for mail submissions; in-person submissions can be collected after approximately 30 minutes.

Business Registration Fee Overview

Business registration fees consist of the registration fee and levy. According to the 2024/25 Hong Kong Government Budget, from April 1, 2024, the levy for one-year certificates is waived, and the business registration fee is adjusted to HK$2,200 for two years. Therefore, the total fee for a one-year BR is HK$2,200. For three-year certificates, the fee is adjusted to HK$5,200 plus a levy of HK$450, totaling HK$5,650.
